US — Lansing, Kansas. A 50-year-old who was once named “Officer of the Year” and served on the school board has been taken into custody for the second violation of sex offender supervision conditions.

William Brian Duncan, who is male and now identifies as a woman, was ordered detained by Federal Magistrate W. Brian Gaddie after federal officials said he violated the terms of his supervision. The second alleged violation came just three months following his release from custody for another violation. The ex-police officer was previously imprisoned for six months on January 6, 2021 for violating terms of supervised release.

Prior to 2010, William Brian Duncan was, by all appearances, an upstanding citizen. The father-of-two worked as a DARE Officer – the nationally recognized Drug Abuse Resistance Education program that has uniformed officers speak with elementary and middle school children – as well as Coordinator of the Safe Kids program. In 2008, he was honored as Officer of the Year for the Lansing, Kansas Police Department.

That changed when Ofcr Duncan began exchanging Facebook messages with a person he believed to be an underage boy. A court complaint sworn out by the Federal Bureau of Investigation (FBI)’s alleged: “Between on or about December 3, 2010, and December 29, 2010,” Ofcr Duncan engaged in sexually-charge conversations with “14-year-old ‘Alex’.” He “made several statements indicative of his criminal intent and desire to engage in sexual activity with the minor,” including discussions of “blowing” and what underwear and “sexy clothing” the boy should wear to their planned December 29 meeting.

As he drove to the arranged meeting location, Ofcr Duncan was pulled over by a police officer and arrested. He was indicted on charges of Attempting To Entice A Minor For Illicit Sex and Crossing The State Line To Attempt To Engage In A Sexual Act With A Minor.

The Facebook sting had been set up after a man whose 18-year-old stepson was sent suggestive messages from Ofcr Duncan complained to FBI Task Officer Angie Wilson. In the messages, Ofcr Duncan had revealed he was “bisexual and curious as to other’s sexuality,” and asked the college student’s sexual orientation and whether “he was aware of any other friends or students that were homosexual or bisexual.”

On May 14, 2012, U.S. District Judge Howard F. Sachs sentenced the disgraced former officer to 10 years in prison without parole, to be followed by a lifetime of supervised release.

The sex predator is currently in law enforcement custody, and a revocation hearing on the most recent charges is scheduled to be heard by a federal judge on December 2.
